The foreign ministers of Bulgaria and Romania believe that the process of European integration does have future based on the consensus of EU citizens to work for a stronger Europe. Solomon Passy and Mihai-Razvan Ungureanu met in the city of Russe, on the Bulgarian side of the Danube river, to discuss issues of bilateral importance, including their countries' progress en route to the EU. At the end of the talks they held on Monday, the two first diplomats adopted a joint statement to express firm support for the continuation of the process of ratification of the constitutional treaty in the EU Member states. Refereeing last week's negative referendums in France and the Netherlands, Bulgaria and Romania said those results should be seen as an opportunity of deliberation and hope, rather than disappointment. Though not being full-fledged members of the bloc, Bulgaria and Romania have also signed the European Constitution to enter into force once all 25 Member states ratify it.
